My Biography

     Gail Lightfoot is a widowed retired professional nurse living in Arroyo Grande, California, San Luis Obispo county. She has three children, 6 grandchildren and 4 great grandchildren

     Lightfoot was granted a diploma in Nursing at the end of a three year program at Los Angeles County General Hospital School of Nursing in 1959. (The hospital has since affiliated with USC and been renamed LA County/USC Medial Center. The nursing school has become a 2 year Associate Degree program.) Her experience in nursing ranges from the small office, large clinics to Hospital Surgical units, ICU, CCU, ER and Home Care including high tech home IV Therapy, chart review for research projects and Utilization Review.

     Lightfoot became a Charter member of the Libertarian Party in Jan. 1972, She has been active within the Libertarian Party of California since 1980. Lightfoot has served the LPC as a candidate for Representative in Congress four times (1986, 1988, 1990 and 1996), Secretary of State in 1998 and for U.S. Senate in 2000. Lightfoot has also served the LPC as State Secretary (1989), State Chair (1990, 1995-96) and Southern Vice Chair (1993-94). In 1990 and 1996 Lightfoot signed several ballot arguments and the Party's ballot description, as state Chair of the Libertarian Party of California and as a candidate for statewide office in 1998 and 2000.

  • ROLE OF GOVERNMENT

    Governments exist because the people decide to create governing bodies to protect their individual rights and keep the peace with:  

    A Court system that
                Investigates crime 
                Seeks restitution 
                Isolates violent individuals 
    A Diplomatic Service that
                Interacts with other nation states
    A Defense Department that
                Defends the country from invasion.

    The American government is a Constitutional Republic with a limited federal government under a Constitution limiting that [the federal] government and says the states shall provide a Republican [as in A Republic]  government for their residents.

    The US Constitution lists, in Article I Section 8, what are called the Enumerated Powers of Congress. Living by these limited powers allowed Americans to prosper personally and economically. In recent times, Congress has overstepped it limits and, at the same time, turned its powers over to agencies they create. It it time for Congress to restore its limited powers and give the freedom to live well and prosper back to individual Americans.

     Our economic policy needs realistic revision with much less government control.

     War on Drugs is a failed policy.

     War on Terrorism at home and around the world is failing.

     National Security can be preserved without endangering Civil Liberties.

     Right to Bear Arms is an individual right of self defense directly related to our survival.

     The Constitution protects each living persons individual Right to Life.  

     Abortion prior to viability is a private personal decision for the individuals concerned not the state [government].

     Big Government is the problem, not a solution.

     Separation of Church and State means the state can't endorse a religion, not that you cannot follow a religion of your choice.
     

  • FOREIGN POLICY

    Commerce, not coercion, creates fewer enemies.

    The U.S. is not the world’s policeman. We cannot protect everyone, everywhere.  Bring our troops home. Return control within other nation states to those nation states and responsibility for peace everywhere to each country's citizens and/or government.

    Individuals and/or non governmental organizations [NGOs] can and should work to reduce conflict around the world and provide aid when and where it is needed. We and others should only go where it is safe and where safe havens for those in danger can be provided. We and others seeking to help those in need should use diplomatic channels to provide permanent relocation so lives are rebuilt instead of waiting years hoping to return ‘home’ whether it is a natural disaster or some sort of civil dispute resulting in violence. Nation states are busy signing agreements to deal with refugees in order to avoid serious disruption of their welfare systems when immigrants cross borders. ‘Where there is a will, there is a way.’  We must find those ways.

  • THE ECONOMY AND TAXATION

    Let the private sector work its wonders. If we respect private property, reduce government control by agencies, licenses, regulations and subsidies everyone can work towards the goals they think are most important. Study after study and historical data prove again and again that freedom to act in our own self interest creates the greatest good for the greatest number. This is not a license to steal or harm others, it is the freedom to build a home, farm or business as long as you do not harm or hinder others.

     TAXATION is legalized theft. Stop it. Find other funding methods [fees for service, such as what is done by the DMV]. If a service cannot attract financial support or have affordable fees, maybe we don't need it. Contracts can be filed in the legal system and both individuals and any business can use the government’s courts for violations of those agreement. Others might choose to use an arbitration service or alternative court.

  • ENVIRONMENT, SAFETY AND THE 2ND

    Reform the legal system for easier access by individuals. Set up user friendly web sites and make them available in Kiosks or at the local library so anyone can sue for damages to their person or property by individuals, property owners, a business or government agency. Provide assistance to those unfamiliar with e-technology. If polluters had to pay, they would think more carefully about what they do. The same holds true for those whose actions harm others even if unforeseen. We would all be more careful if we had to pay for our mistakes or pay higher insurance rates after claims against us.

    Secure our right of Self Defense by keeping the Second Amendment intact and understood as a protection of the individual right of all Americans to keep and bear arms for their personal protection and the protection of others. Recently someone said this: “It is scary not to carry.” How true!

     Possession or use of a substance is not a crime, ‘Decriminalize Drugs’, educate without resorting to scare tactics to promote responsible drug use. It is bad behavior we wish to correct, not some ‘thing’.

     Nuclear waste should be so small that storage is not a problem. This is possible through re-use of uranium and done in other nation states. We are behind in the technology due to outdated safety regulations.

     Different life styles are not a crime. If force or violence is used, authorities can investigate and ask for a court hearing prior to taking any action unless a life is in immediate danger.

  • HEALTH CARE

    Pass the “Health Freedom Protection Act,” to deregulate the health care industry. Leave all medical decisions, including abortions, to individuals, families and physicians. Let individuals shop for the health insurance they need. When we individually select health insurance, it can follow us from job to job and state to state. When we pay for our health care, we take the time to decide if something is necessary or not. Plans that cover major rather than every little thing are less expensive. Currently service providers are encouraged to bill at higher rates expecting 80% payments from insurance. This actually raises the cost for everyone. Reimbursement after the patient or family pays for the service holds down everyone’s costs. Insurance companies will compete for our business if we have the right to pick and choose the coverage we need.

    STEM CELL AND OTHER GENETIC RESEARCH

    Let private enterprise deal with Stem cell and DNA research and development. Let the discussion of the morals and ethics of these issues take place in the public arena where all sides can be heard and individuals can decide what projects to support according to their own beliefs or business goals. Government takes our money in the form of taxes and uses it in ways we would or do not support. Private organizations raise money from supporters to use as the support indicates. More support equals more money for the organization’s goals. Rules for the use of DNA and other genetic tools should simply limit this technology to the use in preventing and curing disease, not to have designer children.

     Abortion is a very private personal decision for the individuals concerned. Everyone should be free to make the decision based on their own circumstances and beliefs. Late term abortions do result in the death of what could be a viable individual. There are good, sound, medical reasons to avoid an abortion after the first 3 months of a pregnancy. Physicians should be informing their patients fully about such procedures and all the reasons for and against them. Those of us who believe abortion at any stage is morally wrong need to continue to educate others politely and finds way to provide support and assistance when needed by a woman or family. Adopting at any stage should be easier for individuals and families so abortions can be avoided. Increased understanding and overall prosperity do more to end the common use of abortions than any ban.

  • EDUCATION

    Allow parents to choose the schooling they wish for their children. Gradually end all government funding of education beginning with vouchers to families that follow the child. Recognize that children learn best when they choose to learn and learning is a lifelong process. Many schools could be converted to Learning Centers for all ages instead of old fashioned classroom teaching. With today's technology no one need remain uneducated even if they never leave home. Exceptions to this would come under the heading of Welfare.

  • WELFARE AND SOCIAL SECURITY

    Privately funded and supported agencies do a better job of helping individuals get back on their feet or have long term assistance with dignity. This is as true internationally as it is here at home [see foreign policy]. End all government welfare programs. If individuals are not being ‘taxed’ to support public programs they are more likely to support private charitable organizations.

    Individuals are ultimately responsible for their decisions and may suffer from poor decisions. Government is not able to fix us or our mistakes. The federal government does not have any powers related to life style, morality or welfare. Individuals can choose to help others but should not be forced to by government.

    Encourage personal retirement savings accounts. Merge all taxpayer funded and government agency retirement plans for everyone over 55 into one identical plan for all retirees – including Congress [along with all other federal employees]. Allow anyone to opt out of current systems along the way transferring what they paid, with reasonable interest added, into their personal retirement account.

  • IMMIGRATION

    Set up a simple registration system to know who is here, why and for how long. Do not punish those who came here without ‘permission’ because we failed to allow for their entry. They came because we had jobs waiting for them. That is a sure sign we were not permitting enough immigration to meet our needs [not theirs]. Those with steady jobs or with a business operating legally need to be given legal status without penalty.

     ID cards. Passports, Visas and licenses or privately issued IDs can be tamper proof and insured as such.

  •  POLITICAL REFORM

    No retirement benefits for elected officials. Let them, like everyone else, earn retirement by working and paying into a fund for that purpose. With no ‘retirement benefits’, we might not need to limit terms.

     Term limits for all elected officials – I prefer just one office, one term. That sounds drastic but it would be very effective. The government of the people can be run by the people. We don't need ‘experts’ or career politicians. In fact, that is the last thing we need. Meanwhile, politicians stair side step term limits by moving from one office to another, up, down and around the political ladder. If the people want politicians to serve longer, let them set the terms of office longer.

     Enact “Fully Informed Jury” laws. Let Jurors know they can ‘judge’ the law as well as the defendant. This is the most basic of protections for the individual. The Right of the Jury to Judge the laws. When Jurys refuse to give guilty verdicts, it tells us we need to change the laws. Doing so helped end Prohibition and reverse other unenforceable or bad laws.

    Eminent Domain is for ‘public’ use of land only! Not to meet some ‘planning’ or ‘economic’ goal.

     Immediately post vote counts at all polling places with next day pick up and posting at a central public location. Allow a voter to search for the counting of his or her ballot to see that what shows up as the count is how they voted. This is possible. Computers can do anything you program them to do. The only way to ensure voting proceed without tampering would be to have neighborhood polling places where the vote count is done in full view of the voters. Going back to simpler times will be easier when government is smaller and ballots shorter.

     Instead of requiring candidates and committee to file complex and confusing reports to yet another tax payer supported agency inform the voters which candidates are publicly posting all contributions and expenditures. Accounting programs can list names and amounts of contributions for posting on multiple web sites. Wise voters will take that information into account when they decide how to vote.

     The power to overturn existing problems lies in the hands of the voters. Know who you are voting for, what they believe and why they seek office. When voters begin to pay attention and turn the rascals out, change will happen.

  • GAY RIGHTS ARE INDIVIDUAL RIGHTS

    Our personal, private or public and business relationships are our business, not the governments. Marriage is no longer a legal issue of exchanging property controlled entirely by male parents or spouses and testing for diseases is no longer a vital concern therefore we no longer need a government issued license to ‘marry’ unless the individuals wish to accept the legal protection of Family Law Court rulings. Civil unions are legal contracts which can be taken to a court. The government does not need to write our contracts for us in the form of a marriage license. We can do it ourselves and/or hire competent help. Employee benefits are up to the business and its employees, not the government. As far as a ‘religiously sanctified’ marriage, no church should be signing government documents. If they did not, the government would have no reason to interfere with their religion’s belief about personal relationships. The government must serve all residents equally, you or me or a private organization has no such requirement.
